New shark tagging system for perth beaches by the end of 2017

Updated

Perth's Mayor Mike Baird says new shark-tracking technology has a better chance of catching a killer whale as a result of a local initiative.

Baird's comments come after the launch of an anti-harassment program for residents and visitors to beaches in Perth's north-east which includes the tagging of sharks.

Baird wants residents to know the risk they're taking from sharks, which can grow up to 15 centimetres long and can bite through clothing and flesh.

The approach is the equivalent of installing electronic tags in public swimming pools to identify all sharks that enter the pool.

"I want you to know what you're putting into our waterways — it's going to be safer for you to go swimming now. I want you to take steps to mitigate the risk," the Mayor told reporters.

Shark detection technology is now being used to monitor sharks in Perth's waters, the Minister has said.

"The technology that's in place is working very well. I want to assure everybody I am here and I'm sure I have seen the progress and the data that you have shown to us, and that's because sharks have been spotted in all our waters," he said.

The pilot project, set to launch on July 1, is being assisted by Perth Surf Life Saving and Parks, along with the City of Perth's Office of Marine Resources and its Fisheries, Parks and Maritime Environment division.

The pilot program, which will be based at the Goldfields Aquarium and Sea World's Port Pirie SeaWorld Perth, is expected to cost up to AU$200,000 over a period of three years.

The $4.7 million project will be funded through funding from the Parks, Maritime and Environment departments, which include Parks, Recreation and Local Government.

Mayor Baird also said the use of shark monitoring will help to reduce the number of shark attacks in the city.

"I mean these are the most dangerous shark species on the planet," he said.

"It's not going to be a small number of attacks because of the frequency of sharks and the level of risk, but we all have a responsibility to the ocean.

"I have the greatest respect for the people of Perth and for our region, so this is something we'll be working to do because there's a lot of value in doing that.

"I'm actually in favour of keeping sharks away from parks, parks towards sea-faring people, or we could just use shark-tagging."

Baird has previously said shark numbers in Perth's waters are increasing as a result of changes over the years.

Doyle quits as victorian liberal leader

Mr Doyle stepped down as leader of Labour on Monday after a bitter leadership battle, with the party's deputy leader, Ed Miliband, dismissing his party's support for his rival Owen Smith.

The leader of the opposition, Mr Miliband, claimed that "the time has come for Ed Miliband to resign because he has lost the leadership he had in the party", according to the Times.

However, a statement from Labour's NEC confirmed: "The Party's NEC has voted by consensus to retain the party's new leader."

Mr Miliband was elected in 2010 as a left-wing alternative to the former London mayor and is widely regarded as one of the most skilled and left-wing members of parliament.

His victory, which came as he became the first leader of the Labour Party to be defeated in Parliament since the 1945 election of Tony Benn, came as the leader of the national party also declared his intention to seek a fourth term as leader.

Mr Miliband is hoping for at least a second term as leader as he remains determined to find ways to reduce rising living costs in the face of falling consumer confidence, which has led to a rise in student debt that has led to a drop in home ownership rates.

While the Labour leader has said he would be able to retain his place of authority after the general election in May, Labour MPs have been accused of continuing to block his plans.

During the campaign, Mr Corbyn had repeatedly called for Labour supporters to give back their votes in the hope of winning their support during the June poll.

The leader of the party, meanwhile, dismissed the idea that Labour was not now in opposition after winning the election.

He told the BBC's The World This Week: "We are in opposition, and the expectation is for some time. So that will come into play when the government, and the new government coming into government, are introduced. But the first priority we will have is to get back control and rein in the very significant rise in unemployment."

He went on: "That is part of the reason why we want to get the best tax system we can get to make sure that jobs, investment and the wages of everyone go up, not down, and we are also supporting working families with a series of steps that are being considered that will give more money to the very large number of unemployed."

'No confidence'

He also vowed to tackle high unemployment while "looking to the future, with real ideas that solve a problem, not just a symptom".

'Not just about numbers'

Earlier, he had praised Ed Miliband, the party's candidate fo

Trust is a key component for sustainable trade relationships. As a member of the WTO I would expect that any country that fails to uphold the rules and standards set by the WTO should not be allowed to enter into trade agreements or to benefit from its assistance. We cannot be complacent. The WTO can do more. As Trade Secretary, I will ensure that we do.

The Australian Government will work with other countries across the OECD to ensure that global trade standards are enforced through mechanisms that make them less susceptible to pressure. For example, countries should strengthen the enforcement of trade standards by imposing stronger rules on abusive practices, such as overcharging; implementing sanctions on rogue companies, firms, and individuals; and removing barriers for the free movement of people, goods, services, and capital. The United States must do likewise. We need to create conditions that will keep our workers and customers protected by strengthening our protectionist, anti-free-trade laws.

Trade is a shared responsibility that can never be duplicated, and any government that ignores the challenges created by globalisation must be held to account.

As well as the World Trade Organisation, there are the multilateral agreements, which include many more rules that are negotiated and imposed upon other countries. We are also looking at a range of changes to the global business climate, particularly through the creation of an international agreement aimed at ensuring a more open and democratic marketplace for capital. In particular we are examining the implications of a carbon price for economic growth, globalisation and environmental sustainability.

The challenge of the 21st century also puts globalisation under serious stress. We must remember the economic growth and political stability we have come to rely on, to keep our societies in a strong position to counter challenge. We cannot afford to lose the balance on the global stage that globalisation brings with it, to the detriment of the many people and institutions in the countries involved and to the global community as a whole. We must remain committed to a vision of a just world in which all people enjoy access to life's opportunities for sustainable development and prosperity.

To that end, the Federal Government will lead a new effort to promote the United Nations Agenda 2030 and further our globalisation-based policies and the rights of citizens. To this end, we will develop a comprehensive national strategy to promote our globalised policies including a vision for national policies and a global governance framework. We will promote regional efforts towards addressing some of the fundamental challenges of climate change in accordance with the UN Framework Convention on Climate Change. We will encourage multilateral collaboration to tackle common challenges and promote global collaboration and dialogue.

The Prime Minister said this morning that she would give the Government the resources and capabilities to achieve its vision of a just world, that is in favour of globalisation and that is in favour of a better world for workin

Juveniles hooded in nt by corrections staff. (Photo: Provided)

WESTLAND — The Westland County Sheriff's Office is investigating the beating death of a teenager who was allegedly struck with a baseball bat by corrections officers at an area youth detention facility.

The assault occurred around 1:50 a.m. on June 17 at the CMC Youth Development Complex near Largo Road and Old River Road, said Sgt. Todd Poynter. The sheriff's office will review video footage from several cameras inside and outside the facility to identify the officers involved and conduct a proper investigation, Poynter said.

The deputies who attacked 15-year-old Kaleb Hargrove were responding to a report of a juvenile fighting officers, Poynter said. Two of the deputies approached the juvenile, who was lying on the ground, and his friend, later identified as his 8-year-old friend.

An argument broke out and the officers reportedly punched the juvenile with a bat while telling the other deputies to put him in handcuffs.

As the youths were being taken away by police, Hargrove approached them, "but did not want to go inside" the facility, Poynter said.

One of the deputies approached the boy again. Poynter said Hargrove grabbed at his arm as deputies forced the two youngsters down on the ground. Two officers then handcuffed Hargrove with their batons, pushing him into a holding area while other deputies tried to handcuff him to a bench.

An officer at the bench attempted to take Hargrove's handcuffs, but Hargrove resisted and the officer used a "shock device" on Hargrove to take his other handcuffs, Poynter said.

The beating didn't look so serious until the officers realized Hargrove was still resisting, said Poynter.

A deputy, who was at the bench at the time, called 9-1-1 and reported the attack and Hargrove's injuries.

Hargrove's mother, who arrived to pick him up, heard police radio traffic from the facility and called 911 at 2:11 a.m. She had the call immediately, but Hargrove and his mother did not see or hear what was happening on the other end of the call.

"At one point <it>sounded like the officers] may have been trying to get in one of our vehicles," Poynter said.

The officers involved were placed on administrative leave, with no further action being taken, Poynter said.

Port stephens council fined for illegal dumping in Westlake and Shurman parks

EVERETT – In the middle of a citywide, year-long crackdown, city crews came across a group of dumpsters in Westlake and Shurman parks Tuesday morning.

"I just wanted it clear to folks who do garbage that I'm going to get to the bottom of it, and I'm going to prosecute them," said Ken O'Donnell, general manager of San Francisco Public Works' Westlake parks. "I think it's a big deal."

While this is the first time the city has done something like this, O'Donnell said they've done this before in the past.

"The idea is to put it out there where folks are aware," he said. "It's a community event, and we want to help keep things fun."

According to Energetics, the dumpsters are located on the north side of the north steps to a bridge over California Bay. Energetics said the city has already gotten complaints from residents who are unhappy with the dumpster-dumping activity going on.

"The fact that it's illegal, and we were notified that they were illegally dumping them, it is more than enough to send them to county jail," O'Donnell said.

If they're caught, the City Clerk's office can fine them $40 to $200. The fines aren't related to the dumpster-dumping.

A full investigation will take place within 60 days.

The City Attorney's Office and the Mayor's Office have also said they'll be keeping an eye on it.

Wilson is business as usual really still an option for a player that is very likely to be one of the best defenders in the draft (I would recommend him to any team regardless) and you need him in your lineup.

1. Jamal Adams, Alabama – Adams is a guy that gets some hype with his size, skill set, and potential. He is the highest graded defender in this year's draft but when you look at him you don't think you have a lot of options to select him. However, he is going up against guys like Vernon Butler and Sheldon Richardson and even though he won't make any immediate impact on the field he will become a star for the Tide. He is also a very high floor player.

2. Kaleb Tarczewski, Wisconsin – While Tarczewski may not have all the tools necessary to be considered the next Dez Bryant, he can definitely play an impact role for the Badgers if he can stay healthy (and if he keeps working out on the job). In addition to playing power forward he also excels when he is used as an athletic big man off the bench (though if you do keep him in the lineup you will want him to become one of the best players in this draft if he continues to develop).

3. Xavier Rathan-Mayes, Duke – For anyone looking for a guard to add to this draft class it is Rathan-Mayes' game you want. He could also be a lottery pick in a couple of years if he continues to stay healthy.

4. Tyus Jones, Florida – Jones is an amazing athlete that excels when playing off the ball. His defensive end ability makes him a scary prospect who could potentially move up to the next round in the process (in my opinion he is likely a lottery pick and I feel that this is something you should consider doing if you are a team that has a need for some defensive end help).

5. John Ross, Alabama – Ross, if he stays healthy can potentially play an offensive or defensive end at a high level in the NBA with his athleticism, quickness, and range of movement (he averaged 9.9 assists per game at Duke).

6. Myles Turner, South Alabama – Turner could also be one of the better guards in this draft if he continues to grow physically. He has a lot of size and could easily turn into a superstar in the NBA if he is given some serious minutes.

7. Adreian Payne, Texas A&M – Payne showed some flashes of his potential at the combine and should be a top 10 pick in this draft depending on his results (and if he is able to remain healthy). He could also be a lottery pick as he was projected at the end of the draft to g

Five killed in ethiopia protests medical sources said eight soldiers were killed while seven were injured

Hundreds of people staged marches across the capital demanding justice for demonstrators who had been killed in Friday's protests.

More than 100 people were arrested during what activists termed "coup" and clashes, but Prime Minister Hailemariam Desalegn said on Monday there had been no violence and protesters had remained peaceful.

"It's not been a coup. Those who attempted to kill people are responsible. I condemn the violence, and we will continue to see that it will not recur," he said in parliament.

The protesters wanted Prime Minister Hailemariam Desalegn to hand down an amnesty to a long list of politicians who had been arrested, a claim he denies, while he still says the protest leaders are the reason for the resignations.

"The people of Ethiopia deserve a peaceful solution," said Kipichu, a 43-year-old protester, who said there had been more than 100 deaths due to the coup since Thursday.

Ahead of the vote he spoke to supporters on the sidelines of a rally calling for the resignation of Desalegn. "Tomorrow people from all sectors are going to march, and the military will be in a safe place to hold a meeting with their people," he said.

Ethiopia's military was on high alert on Sunday morning after reports of gunshots.

Desalegn has described Wednesday's coup attempt as the attempt of people with no vision or support, and blamed "terrorists" for instigating demonstrations that "crossed the limit".

His comments drew condemnation from the European Union, the United States and other nations in the region. On Monday, a United Nations report called on Washington to intervene.

"We are of the view that the US should immediately suspend all financial and commercial assistance, diplomatic and intelligence cooperation and all training projects associated with the Government of Ethiopia," the European Commission wrote.

US ambassador to Ethiopia Michaela Stoltenberg also issued an urgent plea for the overthrow of President Hailemariam but was rebuffed by Washington.

After a few hours of deliberations, the council decided to hold off on an immediate vote. Some observers also called for a wider protest, but the resolution was backed by all five council members.

On Monday, the EU and the United States urged the government to release all its key military officials, calling on them to step down or be tried in court for a range of crimes, including involvement in the coup.

"We reiterate our call for President Hailemariam Desalegn to take steps to free all of the democratically elected and democratically-elected military leaders that took part in this coup," the EU said in a statement

Farmers warned of locust threat, not just in Georgia, but across the country

By Patrick J. Lynch

June 28 (Reuters) - Farmers reported severe flooding across Georgia during a historic crop year but said there was little evidence to link it to rising sea levels, a report said on Tuesday.

Severe water restrictions caused by the severe flood inundation in southern Georgia in early June triggered a warning by the U.S. National Weather Service, the report said.

In August 2005, the severe flood inundation, which killed about 6,000 people and left hundreds of thousands homeless, killed another 1,000, according to the report.

In 2012, that season, some 1,400 people died and 6,300, including dozens of children, were left homeless during the flooding in the south-eastern Georgia county of Georgia and surrounding states, the NWS said.

Roughly two-thirds of Georgia's population is concentrated in the rural areas of coastal Georgia, according to state figures. About 2.3 million residents live in rural areas in the state, which shares a border with Georgia's South.

The flooding of the coastal region, however, is unusual and far from typical, the report said.

"This unusual event is quite an extreme response to flooding that's been seen only in very severe, extremely violent events," the report said, adding that flooding in the region has "not been seen in the past 100 years in the U.S."

"Despite the significant impact that this flood was having on the area, the extreme levels of flooding and damage to the region, we were not expecting this to be so high or to be this damaging," U.S. Army Corps of Engineers forester Greg Harris told the report.

The report said, however, that there was a "broad scientific consensus" among regional experts that "all the evidence suggests this flood is likely related to climate change."

Satellite data suggest rising seas in both northern and southern China, Africa and Russia could increase risk for rising sea levels.

Emotional scenes as tsunami survivors return home.

On a day when the tsunami ravaged Japan and it killed some of the nation's most famous citizens, a Japanese woman was left to cope by herself after she was struck by a large wave.

It was reported she was left in a pool in her apartment when the wave hit in the early hours of Friday morning. She told reporters: "I was in the pool when it came in and there was a huge big wave."

At first the survivor thought she'd been knocked out by the wave, but the strong wind hit her right hand and leg.

She struggled to find her footing and spent hours trying to reach her vehicle.

Now recovering from her ordeal, she said: "This is what I thought – this is what it felt like. The first thing was the wave."

The woman is recovering in hospital with facial injuries that were likely caused by the wave, the Associated Press news agency reported.

The Associated Press said one of the tsunami's victims has told a television station: "I can only imagine what that wave felt like as I stood alone on the beach. We just didn't know what to do."

The tsunami killed at least 9,000 people in Japan, according to the U.N. and international estimates, more than the total number of deaths from the 2011 tsunami and its aftermath.

Nearly 2.3 million people were displaced, almost a quarter of them Japanese.
